With the fairly cold winters the last two seasons, a lot of the storms occurred in the "south" (southern Wisconsin, Iowa). If we have a warm winter as predicted, I'm hoping that means that the storm line will move north (Northern Minnesota, Extreme Northern Wisconsin, U.P.). Any cause for optimism?

Anything is possible, but the scenario you presented would not be some sort of an automatic thing.
