the new tornado scale from the F catagory to the new EF catagory???

The "E" stands for enhanced. The scale (Fujita) still catagorizes winds from a tornado based on the damage they cause, although the estimation of those winds are done using slightly different, and more refined, examinations of the damage they caused.

So in a nutshell, they are just using different parameters to estimate the wind speeds when they are looking at the damage caused by a tornado.
